Dear Hornby,

You were good enough to let me know by telephone

to-day that you would be able to arrange to come to the

Colonial Office Conference Room on Tuesday at 3 p.m. for a

discussion about the future policy of the Hong Kong

Government in the matter of the operation of the Canton-

Kowloon railway. I enclose a copy of a secret letter from

the Governor of Hong Kong dated 24th September which has

raised the issue and although since that was written

developments have occurred very rapidly the problem whether

to restrict the use of the railway when through working is

restored seams to us to need immediate consideration in the

light of the general British policy vis-a-vis Japanese in

China.

Representatives from the Foreign Office, Air

Ministry and Admiralty will take part in the discussion.
